May I bother you with another Hong Kong

matter? We have had a letter from the War Office saying

that they have received an application from Honorary Cadet R.Ho Tung, a student at the Royal Military Academy Woolwich, to undergo a course of instruction with the Royal Tank Corps. The War Office refused the applica- tion on the ground of a general decision not to allow foreign (sic) officers to examine the interior mechanism of tanks. They have since learnt that Ho Tung "who is the son of a British subject and might in future be a person of great influence in China" proposes to ask the French, if War Office wont grant his request and they ask whether in view of political exigencies we (or rather the Foreign Office, to whom they brightly addressed their letter) would prefer that he should do the course even though it would be contrary to accepted

policy.
